What was the foundation of the women's rules?
These experimental rules, used for exhibition games, scrimmages, and in exempt games only, have to be reviewed and approved by the Playing Rules Oversight Panel on May 24 before being included in the rulebook for the 2006-07 season.

I think the list of exempt events where these rules will be in effect (events where only one game counts against the maximum allowable number of games regardless of how many are played) include the Preseason WNIT and various tournaments that are generally played near the Thanksgiving or Christmas holidays (but not always). I believe that the NCAA announces these sometime around July or early August.
